    1. Project Description

      1. Problem:

        Oregon has identified barriers that prevent children and adolescents from obtaining mental health services. This project will assist schools in improving their approach to meet the mental health needs of school-aged youth by addressing mental health within a coordinated school health program.

      2. Goals and Objectives: List up to 5 major goals and time-framed objectives per goal for the project.

        Goal 1: Sept.30, 2007,Oregon will have a state infrastructure that supports the improved capacity of schools to implement effective, comprehensive school-based or linked mental health strategies and services.
        Objective 1: By Nov 30, 2005, The Oregon DHS/HS, Office of Family Health will have a full time CSH Mental Health Specialist capable of providing quality technical assistance to schools and communities to implement comprehensive, integrated school-based or linked mental health programs and services.
        Objective 2: By Sept 30, 2007 HKLB staff, will have recruited or identified a group of mental health professionals and educators who will either in concert or as individuals advance work to accomplish the Bold Steps in the Healthy Kids Learn Better Blueprint document.
         
        Goal 2: By Apr 30, 2007, at least 4 Oregon schools will address the social, emotional, and mental health needs of students within a CSH Program.
        Objective 1: By June 15, 2006, at least four schools will commit to participate in the CSH-MH Pilot Project to address the mental health needs of their students.
        Objective 2: By Apr 30, 2007, at least 4 schools will use a CSH approach to implement effective policies, programs and services to address the social, emotional, and mental health needs of students.
        Objective 3: By Apr 30, 2007, school staff, families, and mental health professionals receive training.
         
        Goal 3: Oregon will replicate and sustain the expanded CSH Program with a focus on improving access to mental health services and linkages at local schools.
        Objective 1: By Sept 30, 2007, secure continued financial support for implementation of the expanded CSH model from at least one private partner to support the participation of 4 additional schools in the 2007-08 Coordinated School Health Expansion Project.
        Objective 2: By Sept 30, 2007, mental health strategies, tools and resources will be incorporated into HKLB’s existing CSH Expansion Project.
         
      3. Activities/Methodology undertaken to meet project goals:

        Through a recruitment process, four schools will be identified to participate in Oregon’s Coordinated School Health (CSH) Expansion Project with the purpose of addressing the mental health needs of students within a CSH Program. The recruitment process entails:1) Creating and disseminating a Request for Applications to public schools; 2) Reviewing and scoring RFAs with partners; 3) Conducting site visits to assess school readiness for system level change; 4) Securing a commitment from the School District and dedicated staff time to participate in the project. Schools will receive technical assistance to improve access to mental health services for school-aged youth within a CSH program. Planning for CSH involves: 1) Forming school health advisory councils (SHAC) with representation from the school and community; 2) Setting priorities based on the needs of students 3) Developing a strategic plan to support student health. Each school will send a team to attend a series of CSH Planning Institutes. These teams are charged with returning to their SHAC to implement the designated CSH planning steps. Each school will receive $10,000 from the Northwest Health Foundation to support the planning costs associated with this process. Schools will focus on improving access to mental health services through the integrating and linking of school and community-based mental health services that balances health promotion, early detection, intervention, and treatment for school aged youth.

      4. The first three Healthy People 2010 objectives which this project addresses are listed below.


      5. Coordination: List the State, local health agencies or other organizations involved project and their roles.

        Technical assistance and training will be provided by state agency partners, which include Oregon’s Office of Mental Health and Addiction Services, the Department of Education and the Oregon Commission on Children and Families. Local health agencies and organizations in the communities of the 4 selected schools will be contacted later during the funding period. The Northwest Health Foundation is providing funding to schools to support the planning costs associated with this process.

      6. Evaluation : briefly describe the methods which will be used to determine whether process and outcome objectives are met.

        Process Evaluation will primarily rely on document review including meeting minutes, participant sign-in and training evaluations. Oregon’s outcome evaluation plan is based on two CDC surveys that measure youth health and access to school health programs: Oregon’s YRBS (OHT) and the School Health Profile (OSHP) as well as a case study model developed specifically for our existing Coordinated School Health sites.

    2. Continuing Grants ONLY

      1. Experience to Date :

        o A project coordinator, Isabelle Barbour, MPH was hired in November of 2005. o The project coordinator assembled an interdisciplinary advisory group to support the work of this project. The group has over 15 members including State agency staff, school staff, youth, and mental health professionals from community based agencies. The group meets monthly. o The coordinator has created a draft mental health assessment tool modeled after CDC’s School Health Index. This tool has been reviewed by school mental health experts at the state and national level. It is being piloted with participating schools. o A request for applications was released to all k-12 Oregon public schools in mid-February 2006. Four schools were selected as demonstration sites. Traveling teams from each school are attending the HKLB Institutes for training. o The Adolescent Health Section has secured funding for the four 2006-2007 participating schools from the Northwest Health Foundation (NHF). NHF has agreed to provide $10,000 to each of the schools in order to cover the schools’ costs for participating in this project. Continuation funding for the 2007-2008 cohort of schools has just been secured.

Four pilot schools will be selected to address mental health within a CSH framework during the school year of 2006-07. Project goals include: development of new capacity and the necessary resources specific to a mental health focus within the existing CSH Program; recruiting schools; piloting and evaluating this expansion effort, and; long-term integration of the tools and results within the ongoing CSH infrastructure.
